Survival app aims to help drivers in winter storms (AP)

FARGO, N.D. ? When a powerful blizzard ripped through North Dakota last winter, hundreds of drivers were stranded as white-out conditions shuttered interstates spanning the state. Snow whipped up by wind marred the lines between pavement and grassy drop-offs, leaving some scared motorists unsure what to do.

Two local software developers figured they could help.

Bob Bertsch, an employee with the North Dakota State University Extension Service, and Jake Joraanstad, an NDSU computer engineering major, had just finished developing an app to help residents during floods when the blizzard hit in March, convincing them to shift their attention to winter disasters.

Winter Survival Kit was born. The free program, available for iPhones and Android smartphones, is both a primer to help motorists prepare for winter driving and a beacon when things go badly.

It can pinpoint a motorist's location, call 911, notify friends and family, and monitor how long the gas will hold out. The app also gives potentially life-saving alerts when users tap a big red button on its simple home screen that reads, "I'm Stranded!" Among the advice: stay with your vehicle and keep the tailpipe clear of snow, since a backup can cause carbon monoxide poisoning.

"It's our sincere hope that no one ever has to use it," said Bertsch, an NDSU Extension Service web technology specialist who led the team that developed the app. "But if one person does have to use it and it keeps them in their car or keeps them from succumbing to carbon monoxide poisoning, then it is definitely worth the time and effort that was spent on the app."

The app also helps drivers prepare for bad weather by inputting phone and policy numbers for insurance and roadside assistance, and designated emergency contacts. And it gives guidance on putting together a physical survival kit to keep in vehicles in case of emergencies.

"Any tools developed which arm people with information that will help keep them safe is of value," North Dakota Emergency Services spokeswoman Cecily Fong said.

The app does have limitations. Joraanstad said some especially rural areas of the country ? particularly in the Great Plains ? have shoddy cellphone coverage that could impede some features such as GPS. At that point the app would tell users that their location couldn't be pinpointed and instruct them to call 911.

Still, the app has emergency numbers handy, allowing users to send text messages for help. Text messages often can be sent by weaker signals than are needed for clear phone calls. And the app would give emergency advice on braving the elements ? even telling users how to use parts of a vehicle to keep warm.

The Midwest hasn't seen much heavy snowfall in the last few months, so the app's developers haven't heard of any success ? or horror ? stories yet. But they're convinced that when the time comes, their app will help.

"This app can literally save someone's life. We take great pride in that," said Joraanstad, the 22-year-old chief operating officer for Myriad Devices, a startup company in NDSU's research and technology park that produced the app.

Bertsch, Joraanstad and two colleagues who teach at NDSU have become experts in disaster apps. Last year they developed a program to help residents deal with flooding that has overwhelmed North Dakota in the last few years. The H2O app provides news feeds, river levels, road closure maps and other information.

Winter Survival Kit, which works in the U.S. and Canada, joins several apps from other developers that were designed to help smartphone users in a bind, such as Help I Crashed My Car, Emergency Radio, iMapWeather Radio, iTriage, Close Call and pMonitor. As of this week, there didn't appear to be other winter survival-specific apps in either iTunes' or Android's app stores.

"I think we hit a particular niche," Bertsch said.

About 12,000 people downloaded the app in the first week it was released, and Joraanstad said that at last check, there were another 3,000 downloads. The early returns have been mostly favorable. Out of 16 user reviews on the Android website, 13 gave 5-star ratings. "Practical ... yet simple," reads one review. It had a 4-plus average rating among Apple iPhone users.

People posting lower ratings reported trouble with the app crashing. Joraanstad said those glitches are being addressed as they arise with updates.

The app is being promoted by Texas, where it can be downloaded directly from the Texas Extension Disaster Education Network website. In an unusual climate swap, Texas saw snow this winter before much of the rest of the country.

"With the amount of snow and ice during winter in the Panhandle and North Texas, plus the possibility of unusual cold weather occurrences elsewhere in the state, we felt it would be helpful to many Texans to make this app accessible," said Joyce Cavanagh, Texas extension service spokeswoman.

"People here aren't used to driving in that kind of weather. It gives some peace of mind while traveling," she said.

Cavanagh also said she felt more at ease knowing that many students traveling for the holidays had downloaded the app before hitting the roads.

College student Jessica Rush said she could have used such an app in March. The 21-year-old and a friend were traveling in separate cars in North Dakota when the fast-moving storm left her so blinded that she was on the highway's left shoulder when she thought she was driving over the warning bumps on the right. She figured she was about a half-mile from her friend's car.

"I called my dad and told him I was going to get out and walk to her car and he said, `Do not leave your car. You don't know where she is,'" recalled Rush, who had cellphone coverage where she was stuck.

Rush stayed in her 2000 Oldsmobile Alero for four nerve-racking hours until she was rescued by a truck driver, and she came away with a new appreciation for the dangers of winter driving.

"When your parents tell you not to go somewhere you should probably listen," Rush said. "I guess this app is the next best thing."

American Cancer Society: Fewer Americans Dying of Cancer

Cancer mortality rates have plummeted in the U.S., with advances in screening and treatment of the disease preventing over a million deaths from the deadly illness in the past two decades.

According to the American Cancer Society's (ACS) annual report on cancer statistics, death rates have fallen by 1.8 percent a year for men and 1.6 percent for women between 2004 and 2008. Cancer incidence rates declined by 0.6 percent per year in men and were stable in women during that period.

Between 1999 and 2008, cancer death rates dropped by more than 1 percent per year in men and women in every racial and ethnic group with the exception of American Indians/Alaska Natives, among whom rates have remained relatively stable.

As per the report released Wednesday, death rates drastically declined among black men, falling by 2.4 percent. Likewise, death rates for Hispanic men fell by 2.3 percent.

"Further progress can be accelerated by applying existing cancer control knowledge across all segments of the population, with an emphasis on those groups in the lowest socioeconomic bracket," authors of the ACS annual report said.

Other findings include a decline in death rates from lung, colon, breast and prostate cancers. For men the composite decrease in lung, prostate and colorectal cancer death rates account for 78 percent of the total decline, with lung cancer accounting for nearly 40 percent of the decrease. Among women, decrease in deaths from breast cancer account for 34 percent of the total decline, with a composite decline of 56 percent in breast and colorectal cancer deaths.

"This is really very exciting," said Ahmedin Jemal of the Atlanta-based American Cancer Society and co-author of the report. "Of course, the decrease is due to improvements in cancer prevention, early detection and treatment," she added in a in a statement on ABC News.

Despite the drop in mortality in all four major cancer sites, a new study published in the November issue of "Archives of Otolaryngology - Head & Neck Surgery" revealed that other cancer groups have been on the rise over the past decade. These include less common cancers of the pancreas, liver, thyroid, kidney as well as certain types of throat cancer associated with human papillomaviruses, as noted by Reuters.

One of the biggest reasons for the overall reduction in cancer deaths is the drop in smoking rates, a major carcinogenic factor especially for throat and lung cancer cases.

The ACS estimates there will be over 1.6 million new cases of invasive cancers and 577,190 cancer-related deaths for the year 2012.

Although the decline may not seem a significant figure, it does indicate that the healthcare system is moving in the right direction.

"It's good news," said Jemal on ABC News, "But there's more room for improvement, more room to accelerate progress in reducing cancer death rates."

Grads, these majors will likely land you a job

Hey college students, do you want a job? Then you may not want to study architecture or the arts.

A new analysis of government data finds that recent college graduates with degrees in fields such as health and education have much lower unemployment rates than those who earned degrees in architecture and the arts.

Georgetown University?s Center on Education and the Workforce crunched government data from 2009 and 2010 to find out which majors are the most likely to land you a job right out of college.

In general, the researchers found that people are much more likely to get a job out of college when they choose a major that puts you on a specific career path, such as business. By contrast, people who get more general degrees in things like humanities and liberal arts may find it tougher to land a job, especially given the current job market.

?Your degree matters less and your major matters more,? said Anthony Carnevale, the Georgetown center?s director.

That?s a change from past thinking, when conventional wisdom held that just getting a college degree would be enough to set you on a lucrative career path.

Still, even some very specialized degrees don?t guarantee a good job. Saying you?re an architect may impress people (or at least George Costanza always thought so), but Carnevale said it?s long been a very competitive field.

?It?s like being a chef,? he said. ?You may end up being a cook instead of a chef.?

The recent slump in construction has made the job market for architects even worse, and that could last for years. The unemployment rate for recent architecture grads was 13.9 percent, according to the report.

The findings also show that there continues to be strong demand for people with degrees in engineering, math and some computer science fields.

Still, the overall unemployment rate for people with computer and mathematics degrees was a little high, at 8.2 percent. Carnevale said that?s because there are a growing number of less technical computer information specialists degrees, and hiring in those fields slows down in recessionary periods.

The unemployment rate for education grads also was particularly low, at 5.4 percent. Although there have been cuts in education in recent years, Carnevale said it?s continued to be a good bet for jobs because there are lots of older teachers who are retiring.

The good news for all college grads, regardless of major: As time goes on, unemployment rates generally go down.

?The truth is, if you get a four-year degree ? you?ll do OK,? Carnevale said. ?It?ll be worth some money.?

India's sub-$50 Android tablet claims 1.4 million orders in two weeks

How popular is the world cheapest tablet? Pretty darn popular, it seems. The Aakash has already notched up 1.4 million bookings since going up for sale on December 14th, not massively surprising given the $41 (2,500 rupee) price tag. An upgraded version is already planned for March, with three new factories planned to each produce 75,000 new units per month. If a sub-$50 tablet is still too expensive for your tastes, then you may be happy to hear that the price should still sink as low as $35 and could even be pushed as low as $10. At that price, we'll take five.

A general rule of thumb is that Humans are the all rounders, Casts excel in physical abilities, but are weaker with techniques; while Newmans excel in techniques, but tend to be less skilled physically.

~Hunters~

Hunters are the close-combat specialists, excelling with all kinds of blades. Physically strong and fit, they like getting into the thick of things, and are durable fighters. Humans and Casts find the call of the Hunter particularly strong, but there are a number of Newmans incorporating techniques more heavily into their melee oriented style.

HUmar & Humarl


HUmars, which are Male Human Hunters, are the all rounders of the Hunters. Excelling in nothing, their jack of all trades nature makes them suitable for most everything. HUmarls are the female equivalent, and there is little to no difference in their skills.

HUcast & HUcaseal


HUcasts, which are Male Cast Hunters, are perhaps the most formidable hunters. Excelling in their overwhelming strength, they sometimes lack precision in their attacks, but the power behind each blow makes it a small trade off. HUcaseals are designed more exclusively to rely on their speed compared to the HUcast. Though slightly less powerful then the HUcast, their incredible accuracy and ability to strike a flurry of quick blows make them deadly assassins. Due to an incompatibility in programming, both are incapable of casting techniques, however, they make up for this with an array of traps, including freeze bombs and explosives.

HUnewm & HUnewearl

HUnewms, the Male Newman Hunters, are unique amongst the hunters, in that although their physical skills may be considered below par, they balance this with their proficient expertise with techniques. By utilising enhancements like Shifta and Deband, they can easily compete with the other hunters, along with incorporating varied spells into their fighting style. HUnewearls tend to be more lithe then HUnewms, though like the Humans, there is little difference between the two.

~Rangers~

Rangers are the long-range brethren of the HUs, utilising various guns to keep the distance while still providing strong offensive pressure. Though slightly less fit then Hunters, they?re still far fitter than the average person, and their expert marksmanship is a testament to their training. Humans and Casts tend to make up the majority of the rangers, while next to no Newmans are interested in the trade, much preferring to rely on techniques for their combat.

RAmar & RAmarl

RAmars, the Male Human Rangers, make up the majority of the government forces. Reknown for their skills; much like the HUmar, they can be considered all-rounders and are versatile gunslingers. RAmarls tend to utilise the lighter arms of handguns and mech-guns then the Rifles of the RAmar, however, there is little difference in their skils.

RAcast & RAcaseal

RAcasts, the Male Cast Rangers, benefit from the precision programming and targeting capabilities. Their large bulk and size also provides them formidable defences, however, they are clunky and relatively slow without the addition of booster jets. RAcaseals feature a lighter framework allowing for greater manoeuvrability, at the cost of some of the armour plating that the RAcasts benefit from. Additionally, like the Hunter Casts, both are incapable of casting techniques; however, they make up for this with an array of traps, including freeze bombs and explosives.

RAnewm & RAnewearl

RAnewms, a Male Newman Ranger, is an unheard of enigma. Newmans have always been fond of their techniques for ranged combat, but the possibility exists that such warriors are in the world? RAnewearls are likewise unheard of.

~Forces~

Forces are the commanders of magical energy, crafting it into spectacular techniques of Foie, Barta and the like. Though physically far more frail then the other two classes, the advantages provided by their fantastic spells make them an essential component of any good guild. Equally comfortable at all ranges depending on their techniques, they fill a unique niche role. Most all Newmans become Forces, and a decent amount of Humans are similarly attracted to the class. FOcasts and FOcaseals are a recent experimental new cast using a TPC (Technique Power Capacitor), providing them with a limited source of magical energy to use, though their numbers are still slim.

FOmar & FOmarl

FOmars, the Male Human Forces, are the scholars and researchers of the human world, studying the world of magic and utilising it to great effect. Though not quite as powerful and innately connected to the art as the Newmans, they are still adept practitioners, and are a bit more capable in relying on their other skills then the Newmans. FOmarls, the female equivalent, share no notable differences to their male counterparts.

FOcast & FOcaseal

FOcasts, are Male Cast Forces, and are a relatively new breed of cast designed to tap into magical energy using a TPC. Though their techniques are rudimentary, they can combine these with traps to devastating effect, and are far more durable the other FOs. FOcaseals, as are the case with RAcaseals, are a bit lighter at the expense of some armour.

FOnewm & FOnewearl

FOnewms, are Male Newman Forces, and can be considered to be at the pinnacle of magical expertise. Devastating with the most powerful of techniques, they?re actually quite physically weak, though there are exceptions to the rule. FOnewearls are said to be even more refined with their techniques, specialising in the simple variations of spells, but amplifying their strength greatly.

Anonymous targets Sony again, hopes to avoid consumer consequence

Anarchistic Internet activist group Anonymous has Sony in its sights again, but doesn?t want to repeat the end user fallout of last year?s PSNgate incident.

In a new video, embedded below, representatives of the group denounced Sony for its support for the United States? proposed Stop Online Piracy Act (SOPA).

?Your support of the act is a signed death warrant to Sony Company and Associates. Therefore, yet again, we have decided to destroy your network. We will dismantle your phantom from the internet. Prepare to be extinguished. Justice will be swift, and it will be for the people, whether some like it or not,? the group stated.

The nature of the loose organisation means individual cells will act as they please, but PlayStation LifeStyle spent some time in Anonymous?s IRC channel and concluded senior members are keen to avoid a repeat of PSNgate, instead planning to deface websites and dig up information on staff members.

Anonymous?s public anti-Sony campaign in the weeks leading up to an April 2011 hack on the PlayStation Network raised ire among consumers when the service was downed for over a month. Although the group denied involvement, Sony pointed the finger, and representatives admitted some members could have been involved.

LA Car Arson Case:'Person Of Interest' Detained

LOS ANGELES -- Twelve more suspected arson fires broke out early Monday in the Los Angeles area, and a "person of interest" was taken into custody for questioning in connection with the dozens of suspicious car fires that have hit the city since last week.

The developments came a day after police distributed DVDs featuring footage of a man, between 20 and 30 years old with a receding hairline and a shoulder-length ponytail, whom they described as a person of interest. He was seen on grainy surveillance video Saturday after emerging on foot from inside an underground parking structure on Hollywood Boulevard where a car fire was reported.

Fire department spokesman Capt. Jaime Moore said he couldn't say whether the person of interest detained early Monday was the man seen on the video footage. "It's still too early to say whether or not this person has any direct correlation with the number of fires that we've been responding to this evening," Moore said.

No arrests had been made.

Early Monday, firefighters battled 12 suspected arson fires at carports and garages. Ten occurred in Los Angeles and two were in West Hollywood, Moore said. They broke out shortly after 1:30 a.m.

Moore said authorities believe the latest fires were connected to the earlier ones. The number of suspicious fires now stands at 55, he said.

Detectives spent Sunday analyzing security video camera footage and following up on other leads after a half dozen more vehicles were set on fire on New Year's Eve.

The outbreak of arson fires has left a trail of smoldering debris in Hollywood, West Hollywood, North Hollywood and the Fairfax district of Los Angeles since Thursday.

Most of those fires were set in parked cars. In several cases, flames have jumped to carports and apartment units.

A reward of $60,000 has been offered for information that leads to the arrest and conviction of the arsonist.

Detectives served a search warrant at a home in the San Fernando Valley, Det. Gus Villanueva said Sunday. Several interviews were conducted, but no arrests were made.

"They are working on hundreds of clues, interviewing dozens of witnesses, picking up countless pieces of evidence," police Cmdr. Andrew Smith said of the detectives.

Authorities haven't said how the car fires were sparked or what was collected at the crime scenes. They were unsure if the rash of fires were the work of one arsonist or multiple people or copycats.

There have been no injuries.

Extra patrols were out in force on New Year's Eve. One of Saturday's attacks occurred at the Hollywood and Highland entertainment complex, a popular tourist destination and hotspot for holiday revelers. Firefighters responded to a report of a small car fire in a parking structure that was out by the time they arrived.

Firefighters routinely are called to put out burning cars, but this recent spate has been unusual because of the frequency and location of the fires. Crews have been responding to other emergencies despite the focus on solving the fire arsons, fire spokesman Erik Scott said.

Police urged residents to check their cars for any signs of tampering and take simple precautions such as locking their cars, keeping garage and carport lights on at night and reporting suspicious activity.

"We are not going to rest," Los Angeles Fire Department assistant chief Pat Butler said Sunday at a joint police-fire news conference. "We are going to work tirelessly."

Police officials were working with Sheriff's Department detectives, city and county fire investigators and members of the Federal Bureau of Alcohol, Tobacco, Firearms, and Explosives.

CAIRO (AP) ? A pan-Arab body called Sunday for the immediate withdrawal of the Arab League monitors in Syria because President Bashar Assad's regime has kept up killings of government opponents even in the presence of the observers.

The 88-member Arab Parliament said that Arabs are angered by the Syrian regime's ongoing killings while the nearly 100 monitors are in the country. The monitors are supposed to be ensuring Syria complies with terms of the League's plan to end the 9-month-old crackdown on dissent ? a plan Syria agreed to on Dec. 19.

However, the Kuwaiti head of the Arab Parliament, Ali Salem al-Deqbasi, said the presence of the monitors is distracting from the "flagrant violations" committed by Assad's regime.

"The killing of children and the violation of human rights law is happening in the presence of Arab League monitors, raising the fury of Arab people," he said.

"The mission of the Arab League team has missed its aim of stopping the killing of children and ensuring the withdrawal of troops from the Syrian streets, giving the Syrian regime a cover to commit inhumane acts under the noses of the Arab League observers," al-Deqbasi said in a statement.

The Arab League created the Arab Parliament, which is made up of lawmakers and advisers from states around the Middle East. Its recommendations are nonbinding and it operates separately from the Arab League.

While the Arab Parliament has little sway on Damascus or the Arab League, al-Deqbasi's remarks about the observer mission represents growing concern about the monitors' ability to deter Assad's regime from killing protesters.

According to activists, more than 150 people have been killed across the country since the observers began their one-month mission on Tuesday.

The U.N. says more than 5,000 people have died as the government has sought to crush the revolt.

The Arab League plan demands that the government remove its security forces and heavy weapons from cities, start talks with the opposition and allow human rights workers and journalists into the country. It also calls for the release of all political prisoners.

The ongoing violence in Syria, and questions about the human rights record of the head of the Arab League monitors, Sudanese Lt. Gen. Mohamed Ahmed Mustafa al-Dabi, are reinforcing the opposition's view that Syria's limited cooperation with the observers is merely a ploy by Assad to buy time and forestall more international condemnation and sanctions.

The Syrian opposition has called for the removal of al-Dabi, a longtime loyalist of Sudanese President Omar al-Bashir, who is wanted on an international arrest warrant on charges of genocide in the Darfur region.

Mortgage debt cut by ?8.2bn

Britons reduced their mortgage debt by ?8.6 billion during the third quarter of this year, but the Bank of England said there was "little sign" that households are trying to pay their debts down more quickly than in the past.

The Bank said a lack of activity in the housing market and a reduction in re-mortgaging were underlying the figures.

The housing market is widely forecast to remain sluggish next year and the Council of Mortgage Lenders recently predicted that transactions could reach their lowest level since its records began in 1978.

Low savings rates as the Bank maintains its base rate at a historic 0.5% low have increased the attraction for home-owners of using any spare cash to reduce their mortgages and improve their balance sheets.

But the Bank said the trend towards injections of housing equity since the start of the financial crisis has not been linked to an increase in mortgage repayments.

It said: "The fall in housing equity withdrawal since the financial crisis is likely to reflect a fall in the number of housing transactions, with little sign that households in aggregate are making an active effort to pay down debt more quickly than in the past."

The latest figure was down from a record ?9.6 billion injection of housing equity recorded in the second quarter of this year.

Analysts said the total injection of equity into houses has reached more than ?100 billion since the summer of 2008.

Housing equity withdrawal has remained negative in every quarter since spring 2008, reflecting the continued mood of caution.

House prices across the UK are around 10% below their peak levels, according to a separate report released today by Nationwide, with volatile regional variations reflecting why many people have been put off the idea of taking out a new mortgage.

Analysts said that tight credit conditions have also made borrowing difficult, with aspiring home owners often needing a 20% deposit to get on the property ladder.

The consequences of this have been seen in the rental market, which has enjoyed a boom this year.

The Government has unveiled a package of measures aimed at injecting life back into the housing market, but lenders and estate agents have warned that the end of the stamp duty holiday for first-time buyers next spring could disrupt the market further.

The trend towards injecting money rather than borrowing is also adding further pressure on consumers' ability to spend, meaning bad news for retailers.

Howard Archer, chief UK and European economist for IHS Global Insight, said: "In past years, housing equity withdrawal has been used significantly to support consumer spending.

"So regardless of the causes of the switch to a net injection of housing equity since early 2008, the fact that housing equity withdrawal is no longer happening is a further constraint to consumer spending on top of high inflation, muted wage growth, the fiscal squeeze, high and rising unemployment and elevated debt levels.

"However, it should be noted that housing equity withdrawal has also been used for other purposes than supporting consumer spending in the past, such as reducing other debts, investing in other financial assets and topping up pensions.

"For example, a significant proportion of past housing equity withdrawal was due to older people whose children had left home trading down and using the proceeds to supplement their pensions."
